Presentation

The Centre for Social Studies of the University of Coimbra in collaboration with the Peace Operations Training Institute, United Nations offers the advanced training course on "Human Security and Civil-military coordination (CIMIC)".

This short course is designed to offer to the students a basic introduction to Human Security (HUMSEC) and Civil-military coordination (CIMIC) with the purpose to apply HUMSEC concepts to CIMIC. For the above reason the course is organized in two modules. The first module, dedicated to HUMSEC will cover the whole of the HUMSEC framework, and will present Kosovo as a case study. The second module entitled CIMIC, will present how Civil-military coordination provides the interface between the military component of a UN peace operation and the political, humanitarian, developmental, human rights and  rule of law components of the mission, as well as others in the larger peacebuilding system. CIMIC is a crucial function in any complex peace operation because it is a 'force-multiplier' that contributes to the mission achieving a system-wide impact on the conflict system it is attempting to transform.

Students will find this course useful as it will improve their understanding of the institutional cooperation that needs to occur between mission components, and between the mission and the rest of the system, in order to ensure a sustainable peace process.

1st and 2nd meeting

1. Introduction to Human Security: The Idea of Human Security. Conceptual Framework of Human Security: The altered Security Environment; The Concept of Human Security; The Elements of Human Security; Human Security and other Policy Frameworks; Human Security: Relevance and Implications. Case Study: KOSOVO – Peacebuilding and Human Security.

3rd and 4th meeting

2. CIMIC: CIMIC Overview and Concepts; Complex Peace Operations; Peacebuilding and Coordination in Complex Peace Operations; CIMIC Structure and Liaison & Information Management; Mission and Community Support and Quick Impact Projects; Negotiations and Facilitations; Interpreters and Media Relations.

POTI Certificate

Earning a Certificate of Completion from the “Peace Operations Training Institute-POTI” (www.peaceopstraining.org): By the end of the course, students, who have achieved a passing grade of 75% or higher in the “POTI CIMIC Course Final Exam”, are awarded a Certificate-of-Completion from the “Peace Operations Training Institute”.

This course is the third of a cycle of three courses offered by CES in collaboration with POTI. The previous ones were about peacekeeping (2008) and global terrorism (2009). Those who manage to complete all the three courses successfully can apply to a Master at the Peace Operations Training Institute (POTI). Dr. Giovanni Ercolani will be the thesis adviser.

In 2011, a new cycle with these three courses will be launched.
