Presentation

The Advanced Training Programme put forward by the Portuguese Judges Trade Union Association and the Centre for Social Studies at Coimbra University/Permanent Observatory of Portuguese Justice, aimed at modernising, efficiency and efficacy of the performance of the judicial system, begins with the course “Guarantees and efficacy within the framework of the new penal reform”.
Changes to the Penal Code and to Penal Procedures, as well as the introduction of the Framework Law on Criminal Policy and of the Law which defines the aims, priorities and orientations of criminal policy, have ushered in major changes as regards the legal framework of penal justice. The relevance of these reforms in the Portuguese legal system requires that the main agents in this process be adequately prepared, with a view to correctly applying these reforms. The programme and cadre of training providers put forward, as well as the way this course has been designed, make this course an appropriate locus for advanced training. It will permit not simply the technical qualification of the trainees, but also the development of good practice and the creation of opportunities for pondering and debating these matters.

Targetted at
The course is open to all the professionals within the justice system or those persons having special links to the sector, namely judicial magistrates and Prosecution Service officials, lawyers, judicial staff, members of the criminal police, the media, cadres of State institutions, associations or NGOs.

On 18 January, the outline of the sessions, as also the bibliography and back-up texts, will be sent to all the trainees registered in the course. Until 26 January registered trainees may raise further issues which they consider relevant and which they would like to see debated in this training course. Such issues should be sent to justicaxxi@ces.uc.pt or through the online debate Forum, addressed to the moderator, José Mouraz Lopes.
