Abstract

RIS3 - Research and Innovation Strategies for Smart Specialisation  have been promoted in regions of the European Union as a way of creating capacities, strengthening ‘regional innovation systems’ and increasing ‘related variety’ among economic activities. The present pilot project is one of the first attempts to apply this theoretical-methodological framework in the preparation of a strategy outside the European space, in this case in the Pernambuco state (Brazil). This state has witnessed a remarkable evolution in S&T and innovation, but it encompasses subregions with different levels of socio-economic development, creating tensions and challenges for the definition of a smart specialisation strategy that satisfactorily promotes scientific excellence, competitiveness, cohesion and territorial equity.

Outcomes

- Analysis of the regional resources of S&T and innovation in Pernambuco
- Identification of key players and their functions in the regional innovation system.
- Study of knowledge and innovation needs in two selected sectors (Textile and Automotive IT).
- Orientation of the regional debate and generation of consensus through processes of ‘entrepreneurial discovery’ on the vision and priorities for RIS3.
- Suggestion of programs and actions to support regional innovation.
