International Seminar January 26, 2010, CES-Lisboa/CIUL, Picoas Plaza, Rua do Viriato, nº 13 (Underground: Picoas) Giovanni Allegretti, holds a degree in Architecture and a Doctoral Degree in Urban, Territorial and Environmental Planning (2000) at the University of Florence, Italy, and is senior researcher at the Centre for Social Studies (CES) of the University of Coimbra. At CES, he is Executive Director for the Doctoral Programme in “Democracy in the 21st Century” and coordinates the Observatory of Participation Practices. He was grantee in England, Denmark and Japan, and in 2001 was distinguished with the “City and Immigration” Award of the National Institute for Urbanism of Italy. Since 2002 he is assistant professor for Urban Management and Territory Analysis and Settlements at the University of Florence, School of Architecture. He was professional planner for the strategic Plans of Dicomano and Scandicci (Florence metropolitan area) where he tried out participatory processes. He also worked on informal city and self production of habitat (in Brazil and Cape Verde). Since 2002 he organizes Advanced Training Courses for Municipal Officials and Technicians of different countries, on participation processes of habitants and city construction. On this theme he has written monographies, numerous book chapters and scientific and opinion articles, and was also responsible for the scientific coordination of 2 European programmes (URBACT and URBAL) for the Municipalities of Rome and Venice. Among the countries he worked in are Italy, Spain, France, England, Indonesia, Greece, Kenya, Brazil, Portugal. As expert on Participatory Budget he is general advisor for the National Association of Municipalities of Sweden and the Provence of Malaga ( PARLOCAL project) and was guest in Universities of several countries: Harvard Design School (United States), International Islamic University of Malaysia, China, Belgium, Germany, Vietnam and Canada. In 2007 was visiting professor at the Institute for Architecture of the University of King Saud in Saudi Arabia. Rémi Barbier, graduate in Mathematics and Engineering, and Master in Sociology at the Ecole des Hautes Etudes en Sciences Sociales of Paris, holds a Doctoral Degree in Socio-Economy of Innovation (1996) at the Ecole des Mines of Paris. Before joining the Ecole Nationale du Génie de l’Eau et de l’Environnement of Strasbourg (ENGEES) he has been lecturer in mathematics at the Ecole Normale Régionale of Bambey in Senegal (1989-1991), researcher at the Centre for Sociology of Innovation (CSI) at the Ecole des Mines of Paris (1991-1995) and engineer-economist of the Service for Programming-Assessment for actions of the Agence de l’Environnement et de la Maîtrise de l’Energie (ADEME) between1995 and 1996. Presently he is director of UMR “Gestion des services publics” and chair holder for Suez Environment in Water Projects and Solid Waste Management. Has coordinated research on user participation in public service management (water, solid waste, etc.) and has been published several times concerning the relationship between public service and participatory democracy. Participated in the coordination and monitoring of the participatory process named “Dem’eau” in the city of Nantes. Carsten Herzberg, graduate and doctoral degree in Political Sciences at the University of Potsdam (Germany), is presently researcher at the Marc Bloch Institute/CNRS of Berlin and teaches Urbanism at the Winter School on Urban Planning, at Humboldt University of Berlin. With Prof. Yves Sintomer coordinated the project “Participatory Budgets in a European Comparative Approach. Perspectives and Changes of the Cooperative State at the Municipal Level in Germany and Europe” (2005-2009) and the collection of final publications in 7 languages, as well as a research funded by the Municipality of Paris on “User participation in municipal management of hydric services in Europe”. In 2002-2003 worked in Quito (Equator) as “Regional advisor on Participatory Budgeting” in the Programme for Urban Management of the United Nations for Latin America and Caribbean (PGU-ALC). Between 2005 and 2007 worked as researcher for the project “Learning Community” coordinated by NGO Kate, of Stuttgart (funded by the European Programme Socrates) and in 2006/2008 in the project no “Les dispostifs participatifs locaux en Ile-de-France et en Europe: Vers une démocratie technique?” funded by PICRI/IDF (Region Ile-de-France) and CNRS in France. Between 2007 and 2009 was member of the Supervisory Board for the public agency “Stadtwerke Potsdam GmbH” and in 2008 was elected member of the Municipal Assembly of de Potsdam. In 2009 organized the international seminar “Re-Municipalisation of service provision and participation”, funded by the Hans Böckler and Rosa Luxembourg Foundations. Isabel Carvalho Guerra is Full Professor at ISCTE and Guest Full Professor at the Universidade Católica. Holds a degree in Sociology at Licenciada em Sociologia at the Instituto Superior de Ciências do Trabalho e da Empresa of Lisbon and a doctoral degree in Sociology at the University of Tours in France (Universitè Francois Rabelais), Works as researcher at the Centre for Territorial Studies (CET/DINAMIA) on themes such as the new forms of Governance, the territory as loci of collective action and participatory democracy. Has numerous publications on themes such as Planning and assessment of development processes, Multicultural Education, Poverty, Cohesion and Social Inclusion. Since 2000 is scientific coordinator of the Master in Planning and Assessment of Development Processes and Member of the Scientific Committee of the Master in Education and Development at ISCTE. At the Portuguese Catholic University is scientific coordinator of the Degree in Social Service. Among research on housing, she coordinated “Políticas de Habitação em Portugal: um Diagnóstico das Duas Últimas Décadas” and “O Bairro da Malagueira: do Processo de Produção Urbana à Satisfação Residencial dos Habitantes”. She is member of the network “Réseaux Socio-Economie de L´Habitat”, of the “European Network for Housing Research” and (between 1997 and 2001) integrated the Commission of Experts on Social Policy in Cities of the Council of Europe. Hervé Pinget (Director of Logiparc OPH of Poitiers): is presently Director of the Logiparc Agency for social housing in the city of Poitiers, capital of the French Region Poitou-Charentes, and coordinator of the of the resident’s Participatory Budget process. Master in Economic Sciences in Grenoble, specializing in social policies, and afterwards in Urbanism, Hervé Pinget initiates His career in public administration as a social worker and trainer in a political refugee centre. He has broad experience in the field of social housing, and between 1993 and 1997 he was director for OPAC du Grand Lyon, afterwards as Director for Social Management for ACTIS of Grenoble (1998-2000) and as General Director for OPHLM of Thonon-les-bains (until 2006). From 2006 until 2008 he was Director for OPH of Cannes et Rives droite du Var. Steve Floros has worked in Social Housing in Canada for 25 years. Presently he is Chief Operating Officer for the Municipal Agency for Social Housing of the Toronto Community Housing - TCH. For over 9 years he has coordinated a pioneer experience concerning Participatory Budget, for which he presides the Monitoring and Control Committee. Nelson Dias, holds a degree in Sociology and Master in Planning and Development Processes Assessment, both at ISCTE. Complementary training in “participatory methodologies” and strategic planning”. Chair of the Board of Directors of the In Loco Association, since 2009. Member of the Executive council of CES-Lisboa (Centre for Social Studies of the university of Coimbra). Advisor for the Government of Cape Verde and the United Nations for the implementation of the Participatory budget in this country, since 2007. Advisor for the Participatory Budget of the municipality of Lisbon (since 2008). Coordinated the Project Portugal Participatory budget (2008-2009). Was guest professor at the university of Algarve (Degree in Sociology) and at the University of of Seville (Masters Programme in Education for Adults and Community Service). Guest professor of the Masters Programme in Adult Education and Local Development, at the School for Higher Education of Coimbra (ESEC) - 2010. Author of books and articles, among which “Dar Rosto à Intervenção – Animadores Locais de Desenvolvimento” (1999), “Novo Experimentalismo Democrático – o caso do Orçamento Participativo de Guaraciaba/Santa Catarina (Brasil)” (2006), “Orçamento Participativo - Animação Cidadã para a Participação Política” (2008), “Uma outra democracia é possível? O caso do Orçamento Participativo”. Trainer in Planning and Project assesment (in Portugal, mozambique and Cape Verde) (2005-07). Advisor and trainer in Social Networks (Faro, São Brás de Alportel, Sines, Grândola…) (2002-07). João Seixas holds a doctoral degree in Urban Geography at the Universidade Autónoma of Barcelona and in Sociology of Territory and Environment at ISCTE, with a dissertation on contemporary governance of European cities, focusing analytically on the city of Lisbon. Degree in Economics (UCP, 1989), Master in Urban and Regional Planning (London School of Economics and Political Science, 1997). Has been professor and advisor, integrating and coordinating several research projects (conceptual and applied) in the following fields. Has edited several texts and papers in these fields, in different types of publications.
