User participation as guarantee of efficacy and transparency in public service management: some successful experiences

The international seminar here proposed pursues a new viewpoint regarding some practices of participatory management of public service, in the municipal sphere, focusing on the debate concerning some services (namely hydric management services and public housing) that – in some countries – are under the jurisdiction of public enterprises or special agencies holding a private law “status”. In this manner,  it points towards the analysis of cases that might provide solid reflection on the value of innovation regarding increase in efficiency and transparency of public management, enhancing the competence of foreign scholars and professionals, and creating an innovative loci of discussion for Portuguese researchers, technicians and local government officials.  

Also pursued is to contribute to open a debate concerning the relation that may be established between the political aim, on the expansion of citizen participation in public management, and the construction of new forms of public service management. Dealing with an innovative approach regarding the analysis of participatory experiences, eminently centred on sociological and political aspects, the aim is to, in this manner, focus more on the transformations produced in the extent of service management.

Besides foreign experts, public managers and scholars, several Portuguese guest speakers will participate in the seminar (including the important experience of the Municipality of Cascais in public housing management). The different participations will represent an important “bridge” towards the reflection on a possible “Portuguese model”, which may emanate from the internalization of foreign experiences to be presented.

E-Publishing the minutes represents an important instrument towards furthering the debate in the future, parting from the first milestone through divulging the 4 foreign experiences invited. The texts will also be promoted (through hypertext) in their original version, aiming at a wider international context.
