Aware of the complexity of unemployment phenomenon’s in the population and the existing correlation between these with poverty and social exclusion, organized civil society and public and private entities have come to develop social policies that promote its total eradication, integration of the citizens in the labour market and, consequently, in the society. One cannot summarize to the insufficiency of incomes, the non-participation in active life and the lack of access to citizenship rights, the causes that lead to this complexity, since they are disclosed in so vast areas as unemployment, housing, education, health, access to equipments and services, among others. This complexity determines the need to put into practice an effective and dynamic partnership to achieve real and necessary information on the District of Coimbra  for the elaboration of its Social Diagnosis and, later, to develop strategies and to conceive active social policies to be implemented in the territory.
