About

The monitoring of justice reforms is one of the missions of the Permanent Observatory for Justice (OPJ) of the Centre for Social Studies of the University of Coimbra. It is in the framework of this mission that, as a project of the OPJ, the Barometer of the implementation of the National Anti-Corruption Strategies (BeNAC) was created with a double objective: 1) to promote the debate on the phenomena of corruption and economic crime in general and on the strategies to combat them, both in the national and international context, with special emphasis on Portuguese-speaking countries; 2) in the case of Portugal, to monitor the implementation of the measures proposed in the National Anti-Corruption Strategy 2020-2024.

BeNAC includes a set of initiatives, which will be adapted and renewed in the coming years. Through them, BeNAC seeks to create a space for reflection and public debate on those issues, open to judicial, political and social actors, academics and society in general, which aggregates relevant documents, information, knowledge, recommendations and opinions and, as such, stimulates and contributes to a more efficient and effective implementation of public anti-corruption policies. BeNAC is thus an initiative that contributes to reflection, discussion and evaluation of public policies related to corruption, with a special focus on Portugal and Portuguese-speaking countries.

BeNAC promotes, among other initiatives, a Series of Interdisciplinary Meetings, in-person/online, under the theme “Pathways to Corruption”, with the aim of promoting public discussion around the multiple dimensions that surround the phenomena related to corruption and, in particular, in the case of Portugal, on the development of the National Anti-Corruption Strategy. These initiatives seek to involve institutional actors, politicians, legal professionals, jurists, researchers, activists, journalists, among others, who are dedicated to the study, reflection, intervention and action within the scope of the themes that are the object of BeNAC's action.

This Series, which we hope will be widely participated, includes the commitment: 1) to elaborate a set of conclusions and recommendations, based on the contributions of the participants; 2) to make available in open access the recordings of the Seminar Series; and 3) to publish a book in open access with a selection of the presented papers.
