Contingency management in public safety crises: usefulness and limits for real-time research and response tools

This research seeks to analyze the contingency measures to the Covid-19 pandemic, concerning the military public safety forces activities of protection or civil defense, in Portugal and Brazil during 2020 and 2021, through the social facts and phenomenon represented in digital information media, from the logic of risk management and governance. Likewise, it considers the uncertainties and threats surrounding the trilogy: Risk, State and Citizenship. Thus, it is intended to establish appropriate strategies and instruments for the implementation of public policies for the management of risk contingency with citizenship, mainly based on the vulnerability of the territory.
