Resumo

With the “Justiça Mais Próxima” reform and the “Tribunal +” and “Balcão +” pilot project in Sintra, Portugal demonstrates its strong commitment to the dissemination of an innovation culture in the justice sector, as it pushes forward an ambitious administrative modernisation agenda of the justice sector. These reforms and initiatives seek to ensure that justice services are efficient, agile and innovative, but also accessible and humane.
The OECD is currently supporting Portugal in the implementation of new measures aimed at modernising and creating innovation capacity in Portugal’s justice system, designing citizen-centric approaches to access to justice and thus contribute significantly to inclusive growth. In doing so, the OECD is drafting a report “Towards Smart and Innovative Justice in Portugal: Fostering Inclusive Growth” (OECD Report) on 1) the analysis of the design, implementation, costs, benefits and the resulting performance improvements (courts, client satisfaction) of the Sintra pilot project and 2) analysing processes, governance and delivery modes of court and ADR mechanisms in view of generating policy recommendations to strengthen their performance, quality, evaluation and data collection.
To support the finalisation of this work, the OECD is looking for a Portuguese lawyer who has extensive knowledge of the legal and justice system of Portugal to produce a paper on the legal and justice system of Portugal and provide additional advice on the final report
To support the finalisation of this work, the OECD is looking for a lawyer who has extensive knowledge on comparative access to justice to provide comparative analysis and examples of innovative practices in improving court performance, institutional design and a “seamless justice ecosystem” in a selected group of OECD countries.
